Challenges Ahead for Trump Infrastructure Plan

Infrastructure expansion appears to have moved down Donald Trump’s political agenda as the US President weathers a series of scandals

Still lacking a detailed plan, infrastructure expansion appears to have moved down Donald Trump’s political agenda. That's because the president is preoccupied with how to avoid impeachment and keep his position, according to Yu Xiang, a researcher at the China Institutes of Contemporary International Relations.

Writing for The Paper, Yu says defunct infrastructure has become a 'gray rhino' for the economy and development of the United States, a problem he attributes largely to insufficient investment.

Trump is looking to use federal funds to leverage private investments. But the long cycle and relatively low rate of return on infrastructure projects may discourage private investors, Yu says. It remains uncertain whether Congress will approve Trump's plan – his Republican party has only a narrow majority to pass legislation, the scholar says.
