Artificial intelligence (AI) will transition from isolated applications to powering a profound transformation across all sectors in China, according to the China Internet Development Report 2025.

The report was released by the Chinese Academy of Cyberspace Studies at the World Internet Conference Summit held in Wuzhen, Zhejiang Province, from November 6-9.

The report summarizes China’s achievements in information infrastructure upgrading, the digital economy, and the application of advanced technologies like AI, quantum computing and cyber governance. Along with the fast iteration of technologies and constant expansion of applications in various industries, AI has transformed from a concept to mass application, with large models shifting from being “training oriented” to “reasoning oriented.”

According to the report, China has become the biggest holder of AI-related patents, some 60 percent of the world’s total. At the end of June 2025, China had 1.123 billion internet users, 79.7 percent of the country’s total population.

The report forms one section of the World Internet Conference 2025 Blue Book. The other part, titled “World Internet Development Report 2025,” said that AI technologies are developing toward multimode models and penetrating quickly into industries like manufacturing, logistics, medical and elder care, although this has brought bigger challenges to global governance of cyberspace.
