Rural Workers to Receive Better Policy Support

Rural workers in China are to receive more support in terms of income, social security and integration into urban areas. 

China’s Ministry of Human Resources and Social Security along with nine other agencies issued a document on November 22 that addresses issues specific to rural workers in urban areas. 

The document focuses on measures to stabilize and expand employment, improve tax and financing policies, support for rural workers to return to their hometowns to start businesses, provide skills training and establish an institution to help rural workers find employment. 

There should be better safeguarding of rural worker’s rights and interests and an emphasis on the need to abide by labor laws, pay workers on time and provide legal assistance over labor disputes. 

The document includes a pledge to improve fair public service by further loosening the household registration system which is tied to access of public services like schooling and healthcare. 

Data from China’s National Bureau of Statistics showed that in 2023, China had 297.53 million rural workers living in urban areas, 0.6 percent more than that in 2022.
