Surveillance footage shows a man approach one of the victims seated with her friends and touch her back. Surprised, she pushes his hand away. He persists, and when she resists further, he slaps her in the face. When the other three women stand up to step in, other men seated nearby quickly approach and begin violently assaulting them. The men eventually drag the women outside, where they punch and stomp them while on the ground. Following the news, Tangshan police received numerous reports about similar encounters with local thugs, which has raised suspicion over whether the nine suspects were involved in organized crime and protected by local officials.
