Intellectual Property Protection, Innovation Gets Boost

China’s State Council released a new 15-year program (2021-2035) for intellectual property (IP) development, pledging to possess high-level IP competitiveness by 2025 and rank among the top nations for IP competitiveness by 2035.

China’s State Council released a new 15-year program (2021-2035) for intellectual property (IP) development, pledging to possess high-level IP competitiveness by 2025 and rank among the top nations for IP competitiveness by 2035.  

The program gives guidance to all IP-related affairs throughout the country. By 2025, China aims to raise the ratio of the value added of patent-intensive industries to total GDP to 13 percent, raise the ratio of the value added of copyright industries to GDP to 7.5 percent, and increase the annual export and import fees for copyright use to 350 billion yuan (US$51.5b), with the number of patents for high-value inventions hitting 12 per 10,000 people.  

The program proposes to promote a powerful country of IP with Chinese characteristics by 2035 when a perfect IP system has been established and everyone understands the need to protect IP.  

Experts applauded the program, saying it is of great significance to encourage innovation and talent training when a new global technological revolution is coming.
