Domestic migrants who have lost or need to renew their identity cards can apply for a replacement in localities other than where their “hukou” (household registration) is registered. According to the Party paper People’s Daily, this policy would be implemented nationwide by July 2017. The pilot scheme in Guangxi Province was successful and made the process far more convenient. Xinhua News Agency praised the streamlined procedures, and also urged other authorities to follow the example of public security authorities in providing better services for rural migrants heading to the cities, a still rapidly growing group.
