Many parents in China are annoyed that they do not have time to pick up their kids from school at 3:30 in the afternoon, and have to leave them with childcare agencies. However, not all the operating agencies are legal. Recently, the Ministry of Education stated that schools should be active in taking responsibility for the safety of students after classes. Zhu Xuming, a secretary of a Shanghai public welfare center, noted that education departments, schools, communities and public institutions should cooperate in dealing with this issue.
