“Laws must be stable and predictable. There should be a clear margin between illegal and legal, and playing mahjong should be well within that margin. The current problem is that local authorities enforce the law in line with their own local conditions, though the law gives a clear definition of gambling and the courts and police have also made it clear small stakes don't constitute gambling.” 
Shanghai site The Paper comments on how the popular pastime of mahjong is falling victim to anti-gambling efforts in some places.
