On October 8, the local traffic bureau of Beijing released a draft regulation on cab-hailing services such as Uber and Didi, stating that only those who hold a Beijing permanent residence permit (a hukou in Chinese, which largely decides a person’s access to public services, such as medical care, pension, education, housing) are allowed to work as a driver for an online cab-hailing company. The bureau claimed that the regulation aims to control the “unchecked growth” of the city’s population and prevent further traffic jams, while opponents regarded it as highly discriminatory towards migrant workers.
